LoggingDispatcher class

Dispatcher decorator that logs intent dispatching lifecycle events.

Wraps another JIntentDispatcher and adds logging before and after dispatching an intent, including metadata if available.

This allows transparent logging of all intent dispatches without modifying the underlying dispatcher behavior.
